Ranked Suspension. More Penalty to the Toxic

I propose there should be a penalty for toxic players. Let me clarify... Players that have been reported and seen guilty. These players should have a timer or system to go through that enables them to build a good enough rapport to be allowed to play ranked again. For example, if I were to be reported 1-5 times out of that week, and I have a past repetition of being toxic in some form or another. (all recent past, maybe a month or a bit less) I will need to prove myself by playing at least 5-10 normal games with no issues before I can go back into solo/duo ranked play, or before I go into any ranked play. (depending on the offense and how often I am toxic) The idea is that this would promote friendliness and good sportsmanship. The offensive player (me in this scenario) would then be given a fair chance. Out of the next 5-10 ranked games I would need to built a rapport (again depending on my repetitive reports) before I am let off the hook.
