The system tries to normalize you. Due to the low number of games you have, it assumes you're on a streak so it's going to wait until you establish it as a pattern before skipping you forward.
How it works? Probably. Good progression design? Hell no. The current ranked system is beyond stupid, to me, and I'm really hoping Riot either removes promotional games or fixes them so that LP and MMR aren't so ridiculously separated.
