Why have a chat filter if youre going to have an "option" to report people for "offensive" language anyway. And why have a report system that punishes based upon simply having a certain number of reports? Your system is full of illogical actions.
Players shouldn't need to rely on features like the mute button or language filter to engage with other players in positive ways. When a player verbally abuses another player and forces him to use the mute button, they have already created a negative experience for that player.

why even have a chat function in the game when all it is used for is to be toxic aholes to each other... just remove it and amount of toxicity drops dramatically and there is no verbal abuse or offensiveness language, no racial slurs, no homophobic slurs or anything of the nature
or just make it so "offensive" language is automatically censored
and since you cannot be an adult why even play the game if youre going to act like a puss
