Why have a chat filter if youre going to have an "option" to report people for "offensive" language anyway. And why have a report system that punishes based upon simply having a certain number of reports? Your system is full of illogical actions.

When a player verbally abuses another player and forces him to use the mute button, they have already created a negative experience for that player.

If you are worried about being punished for cursing, most people are relatively ok with its use; it's directing it at the other players in a negative manner that they take issue with.
