Converting leftover RP into IP

I've really always wondered why Riot hasn't implemented this, let's use my scenario for example. I've been sitting at 38RP for 6 months. Obviously I can buy anything, so why not convert it to IP? I have seen the reasons why:

1. Runes become pay to win
2. Complaints about the conversion rate
3. Worries about an IP to RP program being implemented

All of these are valid points.... to a degree. Well, then how do we fix this? 3. Simply don't have an IP to RP program. It would make paying money entirely useless and obviously no company wants that. 2. Make the conversion rate agreed upon with a poll. I'm sure everyone has gotten one of the Riot surveys to see how people think about the game. How easy would it be after a match to enter what conversion would seem fair to you? Risk of people clicking the highest number because why not? Well then set up a Reddit post. If a majority of people including the Riot staff could agree on a proper conversion, than why not give it a shot?

1. This I've heard sooooo much. Honestly this is kind of silly, but I understand others' viewpoints. This problem could be saved with a 24-hour waiting period with a cap per transaction. I've personally never seen anything in the store cost any less than 260RP. If that is the case, make the limit from 0-100RP. That way people are able to even out their number and they aren't mass accumulating IP. Once a day you will be able to convert up to 100RP into IP. I honestly want to hear peoples opinion and I would love to see what Riot thinks.
