When is the new championship Zed coming out? I have waited for almost month now!

I'm going to assume he's getting released some time within Patch 6.19 since this patch will last throughout the end of September.
The real question is not when it's released, but after it's released when exactly will you get to play him with his ban rate? I have had 1 match in months where he hasn't been banned xD
