Is there a number or a way I could personally talk to someone from riot to share some of my ideas?

Yes, you post a comment in the forums or on Reddit, then get enough votes from other people who think your idea is good that Riot staff look at it.
I know that's not a great answer, and I personally would love a chance to share ideas directly with Riot. However, if everyone could call Riot, their game designers would have no time to actually design the game because they'd be so busy answering calls.
