I see no posts or news about it online but It gives me the option to purchase a transfer into the Japanese servers. I was curious and wondered wasn't there an earlier statement where the first transfer would be free and if you did you'd be able to get the bloodmoon yasuo skin free as well? if anyone can tell me it'd be appreciated.

It's region locked and free to transfer only for those who have been playing from a Japanese IP. If you transfer your account to the Japanese server you won't be able to log in. The entire point is to keep people like you out.
