When Will 'Fiddle Me Timbers' be available again?

Hello. My dad is a super-fan of piracy, pirate clothes, pirate cars, stuff like that. He only plays pirate champions or champions with pirate skins, like Miss Fortune or High Command Katarina. He saw the Fiddle Me Timbers skin for Fiddlesticks and bought Fiddlesticks with the intention of buying the skin after. He then saw in the store that the skin became Legacy and he has no way of getting it and wasted $10 on Fiddle. Will the skin ever be able to be purchased again? If so, when will it return to the stores approximately? I don't want my dad to miss his opportunity to buy Fiddle Me Timbers because we were away for a few days or something.
