Chat rooms

I usually enter public chat rooms when im bored but I realize that noone talks in these chat rooms. For ex. if I join the chatroom general discussion and I type something in the chat noone replies. There are probably a good 50 people online in that chatroom / not in game and the only text I see are fake accounts promoting boosting services. Is this just the norm. for public league chat rooms or am I just entering at a unlucky time?
