Difference between AFK and Rager

I don’t understand how a billion dollar company such as Riot can’t develop an advanced enough system to tell the difference between someone who is legitimately raging and leaving and someone who is just having computer/ technical issues.

Anyone know why this is?

Because detecting something like this over a network or a video game is difficult. They don't know what people are thinking unless they type in chat and even then it's difficult to truly tell what their intentions are. The Instant Feedback System does catch people who rage and rage quit (it audits the match to see if there's toxic behavior). The Leaverbuster system also catches the AFKers but also those who have computer and technical issues. It may catch someone who legitimately has a computer issue, but there is no way to tell whether someone unplugged their router or if Windows Update shut their computer down. In short, it's not as easy as you think to detect someone's intentions or whether they're abusing the system or having a legitimate issue.
