Does this avoid verbal bans?

So I have been chat restricted before. At this point who hasn't. The last one I got was from 4 lines of chat in a single game in which one of them called the intentional troll a "moron". Was the ONLY negative thing i said. I got a 25 game chat restriction for that ONE single game. I logged back into client and it only showed that one chat log. Now moving on, last night I had an enemy team calling us every name in the book. If you have EVER heard it playing League they said it. I'm thinking to myself "my whole team is going to report them and these guys are so going to get banned". After the match we all report them for extreme toxic behavior. Get this, they all laughed, said they don't ever get banned or restricted they just have to reset their IP or "renew" it. For some reason or another from what they said Rito tracks toxic behavior based on IP thats why really toxic players get IP ban so by resitting their IP all the time they just end up with maybe a warning message.

IS THIS FOR FREAKING REAL!?!?!!

Over the course of a couple years my IP records only a few verbal games so i get hit with restrictions meanwhile these extremely toxic players can just go on rampages and resit IP if they get warning notification?!?!

EDIT: Oh and sure enough all 3 of these guys my team reported are still playing and not one was punished.
