It's the Merchandise button at the bottom of the site. There's a limited pool of merch and really it hasn't been updated in years as far as I've seen. Look on EBay, there's much much cooler fanmade content.
If you're looking to sport some LoL clothing, there are services that allow you to submit an image and order it on a T-Shirt,Hoodie, Jacket, Hat, just about anything. It only takes a little digging.
They feel bad because they already take enough money from us all. Skins4wins.
