I've been having a lot of ping lately, and I looked up how to fix it, and many people said to use CCleaner. But I don't know if it is safe, what about you guys?

CCleaner is safe, but I don't think it'll help your ping, fps maybe, but not ping. No need to delete it afterwards, it's a reliable program. Source: I've been using it for years. Antivirus/Antimalware has no issue with it.

CCleaner is completely safe. I use it all the time to clear browser history and clean up empty files after uninstalling software.

i don't generally trust cpu cleaners that you download from the internet. some of them are good, but you generally have to pay for those. if you want to optimize your computer i'd just take it to an expert, honestly, unless you're willing to do a ton of research and become your own expert.

What if I delete it afterwards?

If you want to improve your ping, use a different DNS IP like Google, and disable your antivirus software while gaming. Skype, streaming, downloads, and other internet uses can create high ping. Stop or close these things while you play, I usually get a 100 ping difference when everything else is on pause.
