Talon skin?

I understand that Zac, Zilean or Yorick won't get any skin soon because they are on rework list, they are difficult to made or they need VU/TU first but what about Talon? His last skin Dragonblade was released 10-Jan-2012 (first Lunar Revel) so its been over ** 1123 days** when he got last skin. Can we get information why he still didn't get any new one (even 750)? Other champions who got skin because Lunar Revel 2012 (Lee Sin, Sona and Wukong) got at least 1 new skin later:
