I want to buy new star guardian skin, but its unavaible, anyone know more about this? im so hyped for this skin!

New skins, champions, etc. are normally not available for unlock/purchase when a patch arrives but instead become available some time later.

It really depends! Each patch is a bit different. But, not all content will be released the first day of the new patch.

When there's a lot of content, we want to make sure each skin/champion etc. has a bit of time in the spotlight. Ivern just came out, so it's not likely they'll be out today. But, they will definitely be out a bit later this patch. ^-^

Im pretty sure it will be at the next free champ rotation on tuesday/wednesday. So Ivern got his week and after it will be the Star Guardian week. Stay strong everyone <3 [slayer-jinx-catface]

Champions tend to be on day 1 unless a rework is also in the patch like the Shen rework delayed Jhin for a week or if there is a bug that delays them like Kindred
