So is the 2-for-1 Runepage Sale showing up before the year ends as a Rioter mentioned or no?

I don't remember where I saw it, but I know for a fact that a Riot post mentioned they were going to have a 2-for-1 Runepage sale before the year ended, and this was ages ago, because I have stockpiled IP for that day and that mountain of IP is gathering a crapload of dust at this point... I mean I'm a patient person, clearly I've been keeping from using my IP for months and months now, but it's looking less and less likely this "promise" is going to be kept at this point, I'd just like to hear from a Rioter if anything at this point, for the sake of my mountain of IP if for no other reason.

I know they said something about revamping the rune system in general... I gotta assume this delay has something to do with that, but a little update would be nice on the sale that was promised.
