Clarity

Could it be possible to tell us which champions will have their ip reduced when a new champion is released? Such as alongside the champions reveal or when they hit the market? It would be helpful so people don't buy a champ then the next day the could've gotten them for less then they need to fill out a ticket to hopefully get a refund.
