Can people actually get away with this?

So, I was just browsing my facebook looking for the dankest of memes (not really) when I stumbled upon this gem. I saw it was a clear rip off of League. With the two head characters being Garen and Miss Fortune. I played the game a little and I saw that not only did they rip off League, they didn't even try to make it subtle. Garen's ultimate move, is called, "Blade Whirlwind" and it's just him spinning around. I opened a free chest in that game and guess who I got. Soraka, only recolored to be yellow instead of purple. So I was wondering if Riot can do anything about this?

Hopefully Riot gave them permission, or oh boy is that a guaranteed legal win for Riot.

Good. Riot deserves this for creating a game that's kept me addicted for so long but with shitty balancing.
