Vote kicks for non cooperative players in champ select

There should be a vote kick system in the champ select or report options in main screen if the game does not go through for people in the champ select that demands a lane and goes "or I'm feeding".

Screens should be reviewed and penalties should be given to those who abuse the system where no wrong is found.

Or anything similar to that kind of system. Really tired of having to play with these people that refuse to cooperate if nothing goes in their favor.
