I don't know if the "V" thing is intentional or not, buuuuuuut Veigar, Vi, Victor, Vladimir and Volibear all have strong arclight potential, in my opinion (especially Victor. .____.) Having Victor in a Guy Fawkes mask to really nail the "V" theme wouldn't just be icing, it would be the whole freakin' cake.
Arclight Vladimir would be the bee's knees, but he has plenty of skins already, and nothing can top Thresh Vladimir.
Hmmm, Arclight Volibear would be cool.
Ultimate is chaining light, his passive could be a glow instead of the usual green wrapping, his mouth could be emitting light so his bite is really a laser.....ah possibilities....

Voli doesn't strike me as having the kit to make Arclight work. Veigar already has White Mage, it would be really hard to make a model that didn't look like a slight rework of that.
Anyway, all the Arclight and Justicars have darkness as their main theme. Which COMPLETELY contradicts what I just said about Veigar, but I'm just spit-balling so meh.
Viktor would be pretty cool
