Drop Chance on Key Fragments

All I want to know is what the rules for the Key Fragments to drop are and depending on that answer they should have an increased drop chance or no? From my understanding they have a random chance to drop from winning a game and the chest drop when someone gets an S- or above. Here's the problem, I currently have 3 chests and 2 Key Fragments, and I've sat at 2 for a very long time, long enough to have 2 of my boxes come off the CD and to gain them again. You would think that you should have a surplus of keys not chests. Is there any hope for a drop chance increase? just wondering

I've played close to 60 wins since my 4th box key, still 0 keys.

If anything they will lower the drop rate of keys. They want you to buy them. Sure they give some away, but the real reason they put this in was to make money. They want you to get tired of not getting keys and just buy a bundle of them.
