Not getting my last refund credit

I recently noticed that i have only refunded 2 items and my friend and a lot of other people have told me u get 3. I really want to get the new void champion coming out and want to refund fizz. I got fizz for 880 rp and would like to refund it. I love league and I am just in love with the void creatures so what I am saying is Riot can u plz let me refund fizz and buy the new champ Rek'Sai. (plus I am told i get 3 refund credits and only got to use 2).
