5 years late: How was Riot able to put out a new champion every 2 weeks?

I didn't think about it until just now, but how the heck was Riot able to put out a new champion every two weeks, back when they used to do that? That is a pretty insane update time, even if every character was a trash copy. Please help my mind become un-blown.

Because those champ were cookie cutter releases.

Look at Fiora, a fencer with a french accent. Completely uninspired, about as generic as it gets.

The more they release the harder they have to think about how to create a Different champ. Look at it like this, reksai was released late in s4 correct? The concept art was created at the end of S3 about 2 months before the Xerath rework. Thats a long time for a champ to go from concept to release but its completely different than the other champs.
