Talknig about slitting wrists? What to do?

OK, so I just finished this game (the summary is still up in client), and this summoner on the other team seems extremely distraught about his loss. He says some very worrying things (see image for example). A Random on my team also seemed very worried and said he would give him an item gift, no reason to doubt that he actually did. But The other summoner didn't really do anything against the rules, so there is nothing to report him for. But he is talking about slitting his wrists, so I really feel I need to do something... I just have no idea what, though. He didn't actually say he was suicidal, so police wouldn't be right. I'm lost. I doubt he was trolling. He seemed very serious, and the usual troll motivations weren't really there.

Any input?
