Where is this change in player behavior that the dev blog talked so much about?

TLDR : I've played for a long time and have noticed no significant change in the toxic people that I "track"
First I would like to introduce myself and just give a little information to help make my perspective clear. I have been playing league of legends since 2011 and have recently gotten to Platinum 5. I live in Wisconsin and am 18 years old. I've met all sorts of players and people on league in that time and I notice something. I have a short friends list. probably 20 or so people that I play with anytime I am on. And I have a pretty medium sized ignore list. 50 - 100 people.
So that said I have noticed something in my time of playing and this is probably going to seem obvious. I consider myself a decent player. I've never had any warning of any kind for anything in the 4 years I've played and I make it a point to not say anything in chat when all ever fiber of my being wants to do is yell and rage at that guy who just got outplayed by their Vayne and gave up a free dragon. Those people I have on my ignore list? Guess what they don't ever get very far past their ranking I met them in. And those that do? They don't get any better. I have met randomly in ranked 3-4 people on my ingore list. Every time at the end of every game all I hear from the enemy team (or mine) is that they are raging and being toxic in chat, and when I unmute them for a minute. Rage rage rage...
I linked the latest dev blog here for anyone who wants to read it (It's pretty good). Though I had a few problems with some of the stuff they said in the post. Specifically : "For example, we know the community rejects homophobic, racist, and sexist language--we’re seeing this type of language in less than 3% of games globally and when it does appear, it’s immediately reported by players and acted upon. " Really? I find this hard to believe. I personally believe that I am just another player in this huge community and most of us will have similar experiences in league after a good amount of time or from a lot of people. Which we have both of. That said I would say that in 1/2 of my games there is someone insulting and raging and using all sorts of foul language. And 1/4 games I have an AFK. Though to me if someone says one thing in a game that is just uncalled for that counts. So maybe we are talking about different things here. Though most of the time the guy will be raging all game. I can't prove that what I have said is true (still waiting on official replay system with working chat). Unless Riot wants to pull all the chat logs from all my games just for me (fingers crossed).
So my question Is with all this talk of reform and how less than 3% of games apparently are toxic how is it possible that my experience is so unbalanced from the average statistics? Also I have talked to the people I play with and they have the same experience.
Now there are a few explanations possible for this :
- My idea of "toxic behavior" is completely off from what Riot considers "toxic behavior"
- Something I do makes people toxic
- The time of day I play at has a high % of toxic players
- I am just unlucky
I don't really think any of these make much sense but it's possible. If anyone else has some insight or the Riot gods want to explain it would be much appreciated.
Also never forget that your words have power. The power to create and destroy, to build someone up or break them down. Just as you can ruin a game with foul language you can also turn a game around with inspiring words. I wish I saw more people choosing the latter.
