Mirror mode and percentages

So I have been playing mirror mode for a while now and you know how everyone will have a different choice of champions and how each one has a certain percentage of being chosen at random. Now one thing I have been noticing is that when there's this situation presented: A champion has 30% votes B champion has like 50% chance and then there's champion C with a 10% chance of being chosen. Now I don't know if this has been happening in the games I've played or if it happens to everyone else too but it seems like Champion C with a percentage of 10% looks like it takes priority over the 30% and 50% chance selected champions and is eventually chosen as the lottery winner. I just wanted to know if it was happening to anyone else of if it was just random luck.
