Question about the unavailability of Riot Singed

Why is he specifically unavailable through mystery gifting? According to this~ https://support.leagueoflegends.com/entries/22578914-Guide-to-Champion-Skin-Types he should be treated the same as the other Riot skins. Currently all the other Riot skins are available through mystery gifting.

However this~ http://na.leagueoflegends.com/en/news/store/sales/plan-vintage-limited-edition-skins says that he's in the same category as CS Riven, and that his return is basically just an "if".

Riot Singed is probably the one skin I want more than any other, but short of spending $60 on ebay and hoping I don't get scammed, there is no way to get him. I'd understand if all of the older skins (or at least the other Riot skins) were unavailable, but it seems odd that one skin out of the set is completely out of reach.

I'd love to at least have a chance to get him through gamble boxes, or better yet, a brief return to the store. I vaguely remember something about the PAX skins being under a contract or something with the event organizers, and being unable to return. Did Riot Singed somehow get bundled up with that?

IIRC, it was an event-exclusive skin that Riot promised would never become available again. I don't THINK it was ever sold in the store...? Or maybe it was sold for just one weekend. There are very few skins remaining that have that sort of meaning, so I don't personally mind it being unavailable.
