Question about the unavailability of Riot Singed

Why is he specifically unavailable through mystery gifting? According to this~ https://support.leagueoflegends.com/entries/22578914-Guide-to-Champion-Skin-Types he should be treated the same as the other Riot skins. Currently all the other Riot skins are available through mystery gifting.

However this~ http://na.leagueoflegends.com/en/news/store/sales/plan-vintage-limited-edition-skins says that he's in the same category as CS Riven, and that his return is basically just an "if".

Riot Singed is probably the one skin I want more than any other, but short of spending $60 on ebay and hoping I don't get scammed, there is no way to get him. I'd understand if all of the older skins (or at least the other Riot skins) were unavailable, but it seems odd that one skin out of the set is completely out of reach.

I'd love to at least have a chance to get him through gamble boxes, or better yet, a brief return to the store. I vaguely remember something about the PAX skins being under a contract or something with the event organizers, and being unable to return. Did Riot Singed somehow get bundled up with that?

IIRC, it was an event-exclusive skin that Riot promised would never become available again. I don't THINK it was ever sold in the store...? Or maybe it was sold for just one weekend. There are very few skins remaining that have that sort of meaning, so I don't personally mind it being unavailable.

I would accept that, if it wasn't for two reasons.

One; the old holiday skins were limited, and never coming back. They came back.

Two; K-9 Nasus was an event exclusive* skin, he's currently available through mystery gifting. Same goes for Graves. Undoubtedly the same will be true for Riot Blitz next year when his replacement steps in.

*Edit: Both Nasus and Singed were available through the in game store, however briefly, so neither of them was truly event exclusive.

Admittedly, the Nasus and Graves posts only mention them "retiring" or becoming legacy. The Singed thread states "This now limited edition skin". That could just be the result of different people posting different announcements a year apart each. OR Singed could have been purposely labeled limited while the more recent skins were always intended to return at some point.

If it's the first one, I can see no reason for him not to be available in the same manor as the other retired Riot skins.

If it's the second one, I simply want to know why. Riot Singed should be no more exclusive than the original holiday/olympic/world cup skins. As I mentioned before, they all came back. If it's something Like I mentioned in the OP, he somehow got bound up in a PAX contract, that's fine. I can understand that. If, as you said, they want to keep him unavailable so they at least have a few skins that are truly special, I can understand that as well. It kind of defeats the entire purpose of why they brought back the other limited skins, but does sort of fall in line with the skins like King Rammus, UFO Corki and Judgement kayle.

I just specifically remember them making a big deal about Riot Singed never coming back, but they did bring back some other things they had promised would never return so... Maybe because it does have something to do with event contracts, I have no clue.
