Rift rivals selection

I was curious as to how they decided who went to rift rivals and who got left behide?

I was thinking it was maybe 2nd,3rd,last but then it dawned on me that it might not even have anything to do with this split at all can someone explain to me please why the 3 from NA got picked?

I'm pretty sure it was based on the rankings at the end of the last NALCS split.
