Current Server Status?

I'm having trouble getting into games. I wait for the queue to pop, only to have the time lapse over a couple minutes from the estimated time. I try to leave the queue and i get stuck with an icon that tells me the client is contacting the server. Soon after which, I must either wait 5 minutes for a message box to tell me i've been declining too many games.

All my programs are connected very well to the internet and all the links in client react instantaneously when i click to go off into a league sponsored website with my browser. Pandora streams strong and everything else is instant as well, but i cannot figure out the issue for this one.
