Treasure icon in shop

So I just noticed a handful of skins in the shop have a little 'treasure +' icon in the corner. What is the significance of this icon? What did I miss in the updates?

Also important to note that Surprise Party Fiddlesticks and Primetime Draven are permanently discounted Legendaries and still count, and Alien Invader Heimerdinger (today) and The Magnificent Twisted Fate (tomorrow) will be on the daily Snowstorm deals and count too.
