Why can't I create a club tag?

I have 5 members in my club. But can't find the option to create a Club Tag. Someone told me I'm supposed to see an option on the Club Box, but I just don't see an option.

I've tried deleting my club and remaking, but after filling up my club with 5 members again, the option still isn't there.

FYI this is for the holdat club.
