Content on OCE versus NA

So most people here may not be aware that in OCE (where my main account is) we have literally two PvP queues, Normal and Ranked.

There is no Team Builder, no normal draft, no TT, no Dominion.... oh but we do had ARAM... wha'?

Anyway I wish there was at least some option for me to copy my account from OCE to NA so I can enjoy the latency for ranked (it's so necessary, can barely last hit on NA sometimes with a 300 ping) whilst still enjoying the ability to relax with a TT or Dominion without having to level another account (and still not having the same skins and runes available even once I do.)

Some of my friends don't want to play ranked but like TT, dominion and more importantly, plain ol' simple draft normal. So I end up playing this low level account, trying to build up on NA (I own every champ and a bunch of skins on OCE, so you've definately gotten a bunch of worth out of me as a customer)

I believe it's not to much to ask for a mirror account so I can enjoy ALL the content (I wouldn't be 100% adverse to a small cost to make the mirror in the other region)... in fact, does this count as content 'loss'? In which case, where is my 1000RP?...
