Why do people smurf?

I started playing bots and encountered some smurfs there that were leveling up and once i hit level 18-19 i started to play some pvp i felt confident about my skills and in most games i did average still learning and in others id get shit-stomped by a smurf or two they weren't nice about it but didn't really break any rules i know of but why do people do this to the low skill player such as myself its making me not want to play the game hardly and why doesn't riot do something about it its disgusting how hard it is for people like me to get better because we just get stomped all the time it doesn't motivate me to get better or even play anymore.

people smurf for multiple reasons. some get stuck in their rank and want to try on another account. some want to help low level friends learn(this is why my friends and I have smurfs). others have gotten banned(temporary or permanent). these are the reasons i've seen/heard of

I do it for a few reasons. I have a smurf in plat that I use to:

Try out new champions
Try out new builds
Play normals (Yes, I consider smurf ranked to be the same as normals) in a more competitive atmosphere with more balanced teams than normal draft/blind
To play with lower elo friends (I don't like to play normals on my main because the queues are long and the teams are never balanced. 15+ minute queue and can have a team full of diamonds vs a team full of silvers or can have 4 gold team mates vs a team of diamonds, for a few examples)
To avoid long queues during late night / early morning
