Reaper Soraka - A New Kind of Limited

Reaper Soraka is a really cool new skin that I'm sad I missed. I learned last night that apparently she was a Harrowing limited availability skin after finally making it through the terrible page to buy the RP for it. This would have been great to learn sooner, but for some reason she wasn't mentioned at all on the Harrowing page. She wasn't even released until the day the Harrowing ended. I get the theme goes along with it but for those reasons why was she tied to it with limited availability? In addition, she had a limited time price reduction which I don't remember happening with other limited or event skins.

I tried to buy her originally when she came out and for one reason or another that I can't remember the transaction was never finished even though I could have sworn I bought the skin. I tried again a week later after being surprised that I still didn't have the skin and that she was now a higher price, but the League client's inability remember my card details and terribleness at trying to enter a new one dissuaded me. I could always buy it later, anyhow! But that was incorrect apparently as I don't check the site very often anymore and had only read the Big Event stuff where Reaper Soraka was nowhere to be found.

To finalize this: Yes, I realize this is my own fault but am still incredibly disappointed in the situation. As far as I'm aware this is something that hasn't been done before so since I missed the actual posts about it being limited I had no reason to believe it would be gone. I really don't want to have to wait an entire year for a mistake that should never have happened. Is there anything that can be done?
