[Suggestion] New Replay-Based Tribunal system, with Rewards to the Jury/Reporter.

As we all know, it's pretty easy for people to low-key troll, and be unable to get caught. As long as you don't build stupid, don't say you're gonna troll, and get some assists, it's pretty easy to appear on paper that you're trying. But getting assists isn't hard, and nobody on paper is going to see a 3/11/2 or 0/7/4 as trolling, but rather having a bad game or just being a bad player. My solution: A new, replay-based, Tribunal system. Now, the community already wants a replay system for themselves. Before the game starts, it could have a checkbox next to your wards, that says "Record this game?" You could check it if you want to, or if you have a bad PC, you could uncheck it. In-game, you can Start and Pause (Just incase your computer can't handle it, ya know) and if you notice a troll, you can start recording. If he's spam-pinging, record it. Intentionally feeding, and getting assists by throwing an auto attack and spam laughing? Record it. Standing in the fight, watching you die without doing anything, then kill the guy after you die? Record it. Now, for the tribunal. There could be a place to upload that Raw-File, or at the end of the game, Report said player with a checkbox that says "include all replays from this game" This way, there's video-evidence for someone trolling or not. Now the Tribunal Case, the players, they can decide. But what do they get? Why should they waste their time deciding if a ban is deserved or not. Why should the Jury watch up to 40 minutes of footage to see if someone is trolling or not. Here's the thing: You reward them. Every case that gets someone banned/proves their innocence, and that they agree'd with, they get some RP/IP (RP preferred, as a lot of people have too much IP) and possibly, the person who reported and gave footage should receive a reward as well. Some other Suggestions are: Loss Prevention for a 4v5 that was proven someone was trolling (so a 4v6) or less LP lost for these games. Ranked Only: Not only does the person get banned for trolling, but also gets an LP loss. Punish them where it really hurts. They're in ranked, assuming they're not on a smurf, to climb. If you give them a heavy LP loss, they may re-think about trolling next game.

Overall, I think the Toxicity will be reduced a lot.

1. People won't feel helpless when a troll is on their team, and call them names (Dunkey)
2. They know it's a lot easier to be caught, so less trolls (hopefully)
3. There will be less Trolls, as they will have actually gotten banned.

And with a RP reward, you wouldn't have to worry about people participating. They will. And they will be honest too if they want to receive the reward. Thoughts?
