Riot wants you to buy them. Don't buy them. Support League of Legends by closing your wallet to Riot.

You have a chance of getting a key fragment every time you win a match that isn't a custom or Co-op vs. AI, but it's not guaranteed. Your chances of getting one increase when you are with a premade party.
