What to do if you or opponent has unexpected high ping (normal and ranked)

note:I would prefer platinum tier players and higher respond to this, as not to cause a debacle with no valid answer/suggestion given unless you have a valid positive argument to make the would contribute to the discussion

A friend and myself have been discussing how to deal with high ping, whether it be oneself or one's opponent,

As a South African, we tend to have an occasional ping spike to unusable internet with ping +4000ms at times, quite unexpectedly,

how should one treat this, catering for both cases where you or your opponent experiences this ping, should you agree to a farm lane or should you go ham and make his/her life hell.

I am a bronze 1 player, sufficient knowledge of the game, but lacking in game play and mechanics, and my friend is a seasoned gold 3 player, he argues that this high ping is the players issue and that he will take advantage of this (normal or ranked), on the other had, I believe in fair game play and playing a even match-up, the honourable way, hence an honourable badge ;)

If someone asks me to play a farm/bro lane, I would gladly do that or if they come late into lane, I wouldn't deny them since their internet/connection problem generally isn't their own doing, why should they suffer!

What would you do and why, keeping in mind how you would feel if that had to happen to you?

_(assume: no other internet connection available, and connection started failing while loading game) _

Honestly I don't think there is a karma aspect to this. Maybe 1 in 10 or so times I have lagged I wasn't killed in lane. So why not take advantage of my opponent when I can. This is a ruthless fight for the the nexus not a duel of pride treat as such and do what is needed to win the match.

No mercy. If he says "noob he is lagging", just answer: everything is permitted in love and war, and i love to kill lagging players.

I've seen level 10 players hunt down the level 4 that disconnected at start and is trying to get back into the game.

Some players don't even know the meaning of mercy.
