Why is the Snow Day Scuttle gifted after Snowdown 2016 is over?

According to the event site, this icon will be gifted between 2 weeks after the snowdown event ended. Why can't it be gifted earlier, like in the past where you maybe needed to wait 3-7 days. Wearing this Icon after Snowdown 2016 isn't really appealing for me.
