I'm not positive but isn't Viktor supposed to undergo an IP reduction from 6300 -> 4800 after Kalista's release? I remember seeing a reddit post about this last week and just wanted to alert that Viktor's price is still labeled as 6300.

Normally, it don't need to wait the new champ become 6300 for the oldest champ reduction.
I think you have to wait for Kalista to go down to 6300 ( a week after her release) for the champion price reductions to occur

I think it is reduced along with Kalista
