Is report system really working?!?!?!

Got this guy (A Bag Of Hammers) on my games 3 times and he was intentionally feeding and been toxic in all of it. Apparently he did that to all his games from what other people saying. He even brag about how he did this over 7 months without any ban...geeezz RIOT should get his ip and permamently ban this guy for good. Look at the screenshot I took....no joke! He was bullying other player during and after matches as well. He kept sending me friend invitation and I am pretty sure he did that to other too.

So what is the point implementing a report and ban system if it's not properly working. It is like false advertising....sigh (-1 for riot)

Had a similar thing happen the other day. The guy just ran down mid the whole game feeding and typing "I am feeding" over and over. He even said he was going to try and get a kill occasionally so he would be worth more gold to them....He actually typed this in chat.... Said he does it all the time and has never had so much as a warning. Sad thing is, they will discipline you for posting that screen shot. Its a violation of ToS.

If you report for "verbal abuse", then yes...your reports work. If you report for anything else that happens in the game, then no. Rito doesn't care, or even acknowledge that there are any other issues in the game.
