Account to Account Content Transfer Concept

I have a suggestion that you guys might like, If you have the time take a look. ;)

Q: Lets say you buy a skin, lets say Guardian of the Sands Rammus Rammus , on your main account (If you own Rammus on a different account) is it possible to "move" it to my other account? A: Currently you cannot do this but I have come up with basic guideline to how this would be possible without making problems for Riot.

You must first understand why RP would NOT summoner 21 be transferable, Riot gives 400 free RP to every account and people could just "Farm" RP by making lots of new accounts and giving the RP to there main account, therefor RP would NOT be included as a transferable.

So how does my idea work? Well let me explain it, if you own a skin you should be able to gift it to a friend if they own that champ, so like if you get a mystery skin you don't like you can give it away or trade it (as long the recipient own the champ)

It would work so if you go to the gifting center, select buy a friend a skin, and select a skin for a champ they own (if you own the skin) then the skin would be sent to your friends account (at no cost because you payed for it already or someone payed to gift you a mystery skin) and you wouldn't own it anymore (after the transfer). that way if you wanted to move one of your skins to your new account you would have to buy the champ (on the account you want to receive the skin, meaning you actually have to put in some effort).

I think this would be an awesome new function to the game, and its great because it doesn't infringe the profit Riot makes, because it doesn't decrease the amount of skin people buy (its just a way so people don't have to buy the same skin twice, which in my opinion wouldn't be unfair to those who don't have the money item 3301 to do so)

Not only would Riot lose money from this, what would happen to people who get reported/banned/etc. If they saw that there account was about to get banned (lets say like frequent reports) whats stopping them from making a new account, or using their smurf and basically transfering all their champ/skins to that account? or just in general having people be toxic and not having to worry because they'll just transfer all there stuff to a different account!
