Ranked Teams

Just for clarification, will team names of those that haven't ever been used since the release of ranked teams ever be able to be picked up by the masses?

Because looking at the ranked teams I keep trying to get, each and every one of them have had their last match played in 2011 or 2012, and it's rather frustrating not being able to get the name I want for a ranked team because they have it permanently.
