should they allow bets when your spectating a match? like increase the specter size to five , allow bets of rp and ip but let it be know if you lose your bet you will lose what you bet, and if you leave the match and the match finish you lose the bet any if your pick was right. let you bet on what team will win or what character will get the most points, and allow to bet at the character pick and only there.

That would be a legal nightmare for Riot. Have to remember that their are servers in multiple countries that have different laws about gambling, what is counted as income and what isn't, what sort of income is taxed in what manner. Plus on top of all that there are minors that play the game so it would be illegal (at least in the USA) for minors to participate in that system and Riot could be held liable for facilitating the illegal gambling.
My suggestion would be to have gentleman's agreements between you and friends and just buy each other RP or a skin or something when their winnings on you get to that point.
