Why afk is worse than trolls?

I was watching the changes and one of the punishments is to wait five minutes before each game not know how long, but as people who simply goes by mid and feeds or pick a champion as jg tf just because he lost the line he wanted, no punishment or even a way to report it, I wonder, because it's really hard to play when people are so in particularly rankeds games. how they deal with these players?
