Should Riot add a preorder system

It sounds silly at first (Probably is) but the whole Project border thing got me thinking you could pre order skins or champions even when they are still on the pbe and then get some kinda special boarder for them say if the skins for you main champion that would be pretty cool to have or if the champion becomes one of you most played i dunno it would be kinda cool
