Hextech Loot Trading System

The recent PROJECT event gave a me an idea.

After purchasing the DISRUPTION Icon, I received a PROJECT Lucian blueprint. Great. Except not so great. I already had the aforementioned skin. Prior to opening the DISRUPTION Icon cache, I had my brother observe the process. He was curious to see what I would unlock. Looking over my shoulder as the PROJECT Lucian blueprint materialized, my brother temporarily adopted an envious state. Lucian was one of his top champions and he would've liked to have that blueprint. As I already had the skin, I thought to myself "Wow if only I could trade this blueprint to my brother for one or two of his 7 Hextech keys that he can't use to open Hextech chests because he doesn't get chests often ".

Due to the total eclipse of RNG over the Hextech crafting system, people tend to receive loot that they don't want. With this unwanted loot people have the option of re-rolling. In my opinion re-rolling is painful . In order to receive Hextech loot one must first earn an S- or above. Ok no problem. But then there is the affair of acquiring a Hextech key. This requires three key fragments. After all this hard work one does not wish to re-roll what was once 3 Hextech chests and 3 Hextech keys (9 key fragments) for the equivalent of 1 Hextech chest and key.

Beauty is in the eye of the beholder and one man's trash is another man's treasure.
I would much rather prefer if I could trade those hard earned skin fragments to someone who wants them for something I know is certain rather than a random skin permanent. Everyone wins.

If Hextech Loot Trading was a reality I could maybe trade with a friend who definitely has a Cosmic Reaver skin shard (and doesn't want it for some reason) for one, or two, or three, or however many legacy skin shards his confused heart desires.

Imagine a world where you can trade a skin fragment of a skin you already own for either; Hextech chests or keys, a skin you don't yet own, blue essence, or maybe champion shards.
