Can we have the ability to report people that auto-lock/troll in games.. especially ranked games

The last 3 ranked games I have played I have either had someone auto-lock without calling a position (which is really frustrating when you have all the positions situated and then you are forced to change at the last second, sometimes not even being able to change.) or on the other hand I have had several encounters where someone calls a position and another person wants it and argues and (in ranked) the person who is able to pick first goes with that position and the other person gets salty and chooses the same anyways and is basically trolling because they didnt get their way... This has literally happened to many times to the point where I have contemplated quitting playing entirely, so if there is anyone out there who also feels the same about this problem please comment so we can try to get a way to enforce this from happening over and over again and hopefully riot will make a way and a punishment for people who get reported doing this repetitively...
