Lifetime Account RP Purchase Rewards? UPDATE?

There was originally mention of a system with some kind of rewards based on lifetime expenditure on RP on an account. Is there any new update on this? I recall there you at Riot wanted to make sure it was fair to others whom hadn't purchased RP. Just looking for an update. Hopefully we see some neat icons or something soon.
