Vel Koz OR Xerath
I have just enough IP for one of them but not both, who should i get?

They can both waveclear pretty well and poke well. I think vel'koz has a better combo for solo-killing in lane and catching people out. I think he's better for carrying.
Plus, his ult is really satisfying. 
I love vel'koz personally.
Xerath is a long range poke but if someone gets close to you it wont be pleasant but has good wave clear and decent mana sustain but not really bursty.
Vel'koz has the same idea as Xerath but he has shorter range but more burst to make up for it, also does require a little more skill in my opinion because he can have mana problems and his abilities are not always easy to land.
My opinion get vel'koz because once you learn him its very rewarding, it will be difficult at first where Xerath it should be pretty easy to pick up but likely will not have the satisfaction Vel'koz will give.
- Satisfying ult that scatters the enemy striking fear into their team and reduces them to ash.
- Crackle and pop ping-pong balls that people casually stroll away from on their Sunday afternoon leisure walk.
