Legacy Snowball Timing for Regions

Hello everyone! I hope you are all having a happy holiday season and an even happier snowdown!

As we all know the snowball legacy buying and gifting starts the 23rd of this month (so for some of you it's already that date) and as some of you know it's not active even though it's the 23rd in some places.

I know on another forum post a Rioter had commented on it but didn't know the times since it was a region by region thing instead of a global release. If someone could comment on this thread the exact timing for each region that this is going to be active it would be great. I know many people have bought Legacy skins already and the gift hasn't been received because the boost isn't activated in their region/isn't on at all. I'd hate for this to happen to other people so any clarification would be lovely~!

Many people were under the impression that on the 23rd at 00:00 that it would come on and went ahead and spent their RP; I think in the future clarification is needed on these things so us players can be kept in the know and not unknowingly spend our RP and get our hopes shattered.
